New column masking mode: consistent hashing

This came up in a chat in the Confluent community:

[This] will be useful for hiding removing data but in this case it still needs to be relatable between topics. It’s a typical requirement for warehouses where you want to anonymize sensitive data but still need to keep referential integrity of your data.

Seems like a nice feature to have.
