Improve interval type support in Oracle

Oracle connect should receive a support for string formatted interval values.
At the same time the following tasks needs to be completed

• Verify zero scale interval precision, the code looks it can fail in this regard
• Verify nanosecond precision, the code seems not to expect it even if scale 9 is supported
