Fix tests to run more reliably on Amazon RDS

While testing the suite against Amazon RDS, the following were identified

• Several tests use timeouts that are too short
• Permissions on the postgis extension tables prevent lock table during snapshot
• Random replication slots were being generated by some tests which were not being cleaned up, leading to all replication slots in use.
