Upgrade to the latest Checkstyle plugin

    Description

      The checkstyle version we are using is pretty old and we should upgrade so we can use additional checkstyles.
      Unfortunately the code of Debezium checks is not compatible with new checkstyle API so it has to be modified/rewritten to match it.
