Building scl-gcc-toolset-12-binutils for RHEL 9.3.0 works for RHEL, but not for CentOS. The problem is that the centos builder does not recognise the target:

$ centpkg build --target=scl-gcc-toolset-12-rhel-9.3.0-candidate --rhel-target latest

Could not execute build: Unknown build target: scl-gcc-toolset-12-rhel-9.3.0-candidate
