Send CodeReady Workspaces metrics via telemeter

    Description

      We would like to enable CRW to send metrics to OpenShift Cluster Monitoring. We should start with the metrics that we currently monitor on che.osio. such as % of worspaces started successfully, % of workspaces stopped successfully and % of workspaces started in under N seconds
