Review transition to OpenJ9 process

We can expect users to want to switch our container distributions back to using the OpenJ9 JVM. There are are prototype steps defined in the linked google doc that are designed for S2I based distributions. The process needs to be validated and perhaps modified for non-S2I images like CRW.
