Reuse job for user creation

There is a job that creates users on Openshift, creates users on Keycloak, and links them so they are ready to run any tests against CRW.
A prerequisite for the job is already installed CRW.

This job is currently used for performance testing of CRW, so the default values are corresponding with CRW load tests setup.

This job should be moved to some common place and used for user creation for other jobs too:
