dial tcp connection refused Error for JAVA workspace on OCP 4.6 IBM cloud Power for CRW 2.5

      Try to create any JAVA workspace for CRW 2.5 on OCP 4.6 cluster.

    Description

      Facing below 2 issue while creating JAVA workspace on CRW 2.5 on IBM Cloud OCP 4.6 for power.

      1. While creating workspace I receive dial tcp 127.0.0.1:3100: connect: connection refused error message, and after refreshing web page I get workspace created, otherwise not.
      2. While building code inside workspace, build stuck at POM downloading step -
      INFO] Scanning for projects...
 Downloading from central: https://repo.maven.apache.org/maven2/io/vertx/vertx-stack-depchain/3.9.1/vertx-stack-depchain-3.9.1.pom

      but when I do curl https://repo.maven.apache.org/maven2/io/vertx/vertx-stack-depchain/3.9.1/vertx-stack-depchain-3.9.1.pom it is successful.
