User defined namespace seems broken

      Install CRW 2.2 (preferably on OCP 4.4.12 or newer. The reporting user says they upgraded from 4.4.11 to 4.4.12, then the problem appears. The problem has also been noted in a development lab running 4.6)

    Description

      Users don't seem to be able to select their own namespace when making a new workspace. In past versions, a dropdown list would be provided if User-Selected Namespaces was configured. It seems broken.

      CHE_INFRA_KUBERNETES_NAMESPACE_ALLOWUSERDEFINED does not work
      CHE_INFRA_KUBERNETES_NAMESPACE_ALLOW_USER_DEFINED does not work

      Is there a different way to configure it?
