We process reports on a daily schedule, this involves processing three dates "today", "yesterday", and the "day before yesterday". This story is to handle the report finalization aspect of Cost HCS. We will need run a report process monthly on a given day(15th of the month), this process will collect data for the previous month's data.

 - Over write all daily files during this process
 - We will use an S3 Metadata <key, value> (x-amz-meta-finalized: True|False) pair and tag files that have been finalized.
