As a cost-management user with an operator installed in an air-gapped environment, I want to verify that all of my uploaded reports landed in cost-management (this can also apply for connected clusters, but will be more obvious for air-gapped clusters since they will know which files were uploaded).

In disconnected cluster, we display all the files that need to be uploaded. Once these are uploaded though, a custom can't verify that we accepted them.
