Install RHUI and rh-cloud-client-configuration RPMs + configure RHSM using customizations on RHEL cloud images

      Based on the discussion with the RHSM team, we agreed that the installation of RHUI client RPM and redhat-cloud-client-configuration RPM will be done for all cloud images via customizations.

      In addition, to allow unification and simplification of RHEL image definitions, also allow configuring RHSM via custoization. This will allow moving the RHSM config into the pungi configuration for releases which do not contain tedhat-cloud-client-configuration RPM (specifically RHEL-9.0 for EC2 images and all Azure images).

      For backward compatibility and continuity, let's do this change in steps:

      1. Adjust pungi configuration for RHEL cloud images to install respective RHUI client RPMs and redhat-cloud-client-configuration RPM as a customization.
      2. After all changes to Pungi configs land, modify the image definitions in https://github.com/osbuild/images/ for RHEL cloud images to not contain these packages in their base package set.
