As part of the https://issues.redhat.com/browse/COMPOSER-2146, the request is to stop explicitly enabling auto-registration in rhsm.conf in the custom images that users can build in the hosted service or on-prem.

The change should be applied across all CCSP, so AWS, Azure and GCP.

Acceptance criteria:

• The auto-registration is not explicitly enabled in rhsm.conf as part of the image build for any CCSP custom images that users can build on-prem and in the hosted service.
• RHEL Golden images (with RHUI) are not touched as part of this ticket.
• No rhui client rpms are installed on CCSP custom images.
• redhat-cloud-client-configuration rpm is not installed on CCSP custom images.
