VM kebab menu is not updated

      Description of problem:

      When VM is migrating, the Action menu on VM's page has "Cancel compute migration" item, while the kebab Action menu in VM list not in sync

      Version-Release number of selected component (if applicable):

      CNV-v4.21.0.rhel9-33

      How reproducible:

      always

      Steps to Reproduce:

      1. Create a VM from yaml
2. Start it, start compute migration
3. Navigate to VM list
4. check kebab Migration menu

      Actual results:

      Menu allows to start compute migration, despite there's one already underway

      Expected results:

      Menu has "Cancel migration" item
