No RestartRequired after adding Pod Network

      Description of problem:

      Adding a Pod Network to networkless VM(autoattachPodInterface: false) does not trigger RestartRequired condition. Removing works as expected.

      How reproducible:

      always

      Steps to Reproduce:

      1. create networkless VM (autoattachPodInterface: false)
2. start the VM
3. add Pod Network (tested with UI but editing yaml should work the same)

      Actual results:

      No RestartRequired condition but the NIC is not added to the VMI.

      Expected results:

      RestartRequired condition is set
