Trying to configure Cluster-wide default for masquerade subnet per the following KCS

This is based on https://issues.redhat.com/browse/CNV-28786

When trying to add a second NIC to the VM (localnet UDN or VLAN network) the web ui reports an error back: 

"An error occurred
Error "more than one interface is connected to a pod network in spec.template.spec.interfaces" for field "spec.template.spec.interfaces"."

Note: The same also happens if we try to modify using 'oc edit'

Follow https://access.redhat.com/solutions/7065667 for setting up gatekeeper to override the vm network cidr.  Then try to add a second nic to a VM.
