      Description of problem:

      The VM with too long name can not be migrated

      Version-Release number of selected component (if applicable):

      4.18

      How reproducible:

      100%

      Steps to Reproduce:

      1. Create a VM with more than 63 charactors name, make sure it is in running status.
      2. Try to migrate it.
      3.
      

      Actual results:

      The migration job will be hang and there is an error in Event: 
      Error expanding the 
      PodDisruptionBudget kubevirt-disruption-budget-kq877: 
      PodDisruptionBudget.policy "kubevirt-disruption-budget-kq877" is 
      invalid: metadata.labels: Invalid value: 
      "example-tkflc66q8nof2hrx-snapshot-20250116-135446-falseac4nom-migration-zd8y6":
       must be no more than 63 characters

      Expected results:

      If we cannot support too long name, we should tell user when creating the VM
