Problems: there's no way currently to ping the sig groups on pull requests. Also the labels that are used inside the OWNERS files have to be created in the label_sync configuration, otherwise they will not get applied.

Goal: create a sync tool that scans the OWNERS_ALIASES files for SIGs, then creates or updates GitHub teams in the peribolos configuration, and also creates missing labels in the label_sync config
