Move base layer of RHBA 6.4 images from jboss-eap-6/eap64-openshift:1.8 to rhel7:7-released

    Description

      EAP base images are no longer maintained by the Cloud Enablement team. The 6.4.x Decision Server and Process Server images should be migrated to the proper hierarchy (using modules and being based on rhel7) so that image rebuilds for critical bugs and CVEs can be done quickly and properly.
