[EAP] Verify clean pod termination on scale down for tx recovery

      We need to confirm that TERM signals are properly handled throughout the transaction recovery work on pod scale down. Ideally, ensuring that the exit codes returned by the child processes to the parent process(openshift-launch wrapper) are accurate
