Currently the agent image is promoted to openshift global image stream and then mirrored to openshift's quay.io organization. This allows the developers to use the publicly available images in the operator repository.
However this puts a dependency on the openshift organization which has a different release cycle and is managed (credentials, mirroring) by the different engineers.

The goal of this user story is to finish the work for the setup of the new quay.io organization in the agent and operator repositories:

• Merge this PR
• Update operator repository with the agent image from the node-observability-operator organization
• Grant the permissions to Vault credentials and node-observability-operator organization to all the engineers

Acceptance Criteria

• All engineers developing for NodeObservabilityOperator have the access to node-observability-operator organization
• e2e pass
