Offline type checker should also check compilation of rules if enabled

The offline type checker type checks methods as far as possible but it does not currently attempt to compile rules to bytecode. Compilation should be attempted if the relevant Byteman system property (org.jboss.byteman.compile.to.bytecode) is set.
