[oc] Add BuildConfig support to `oc set volume`

User Story

As a developer using the oc command line
I want oc set volume to support BuildConfig objects
So that I can set volumes on BuildConfigs without editing YAML.

Acceptance Criteria

• oc set volume --add can add a Secret or ConfigMap volume to a BuildConfig object.
• oc set volume --remove can remove a Secret or ConfigMap volume to a BuildConfig object.
• oc set volume fails if the referenced volume type is not supported (only Secret and ConfigMap are supported)
• oc set volume fails if a flag is used by a volume type that is not supported (only Secret and ConfigMap are supported)
