User Story
As an OpenShift SRE
I want to know which clusters have the JenkinsPipeline build strategy enabled
So that I can anticipate the cluster's usage and troubleshoot user errors
Acceptance Criteria
- OpenShift exposes a metric that reports if the JenkinsPipeline build strategy has been enabled.
- Metric is exported to Telemeter via the cluster-monitoring-operator.
