As a cluster admin
I want the JenkinsPipeline build strategy disabled by default
So that users do not run JenkinsPipeline builds on the cluster.
Acceptance Criteria
- JenkinsPipeline builds always fail on a new OpenShift cluster, with a reason that indicates the build strategy is disabled.
