Feature Gates for Cluster Build Controller Config

User Story

As an OpenShift cluster admin
I want to be able to configure feature gates for the Build controller
So that I can enable features that are considered Tech Preview

Acceptance Criteria

• Cluster wide build controller config (build.config.openshift.io) allows admins to enable feature gates.
• Enabled feature gates are passed to the build controller.
• If feature gates are added or removed, openshift-controller-manager is restarted so the build controller picks up the new feature gate configuration.
• Metrics for feature gate adoption are collected by Prometheus and passed to Telemetry.

Docs Impact

Documentation for builds will need to be updated to instruct admins how to enable feature gates for the build controller.
