DefaultJsfProfileCompletionHandler isn't handling all 7.1.x xsd versions

The logic that ensures that a JSF extension + subsystem gets added during boot if a legacy version of the web subsystem schema is parsed is only doing that if the xsd schema versions in effect when it was written are in use. So it's not picking up the "urn:jboss:domain:web:1.2" and "urn:jboss:domain:web:1.3" schema versions that are in the 7.1 branch.
