Allow security domain configurations to reference a deployment login module

    Description

      A few customers and users needs the ability to deploy login modules. While in the future we may want to create more infrastructure around this. A simple short term solution would be to extend our module="" notion to accept deploy modules, and then have picketbox use the ServiceModuleLoader.
