move the cli config from user.home to JBOSS_HOME/bin

Currently, the CLI config (jboss-cli.xml) is looked up in the user's home dir which doesn't looks like a good location.
Configs could be instance-specific, for convenience reasons later we could consider having some common settings extracted and shared between multiple server CLIs in some way.
