Review the legacy usage of the bye-bye message in the management protocol

We need to review the usage of the legacy bye-bye message for closing a channel in the management protocol. Currently the channel gets closed when receiving this message, however it does not get sent before closing. So far it seems to work. However we need to double check if channels are getting closed properly for older releases.
