Provide contextual info to Extension impls so they know where they are executing

    Description

      Expose the process type (HostController or Server) and whether Management mode is in effect via the ExtensionContext. Extensions can use this info to avoid registering runtime attributes, metrics and runtime operations with a Host Controller (where they can't be executed.)
