We're currently using venv to spawn virtual envs per wheel. The performance of it is subpar unfortunately:

python -m venv  total: 35395 ms
python -m venv  avg:   1769 ms
virtualenv       total: 6891 ms
virtualenv       avg:   344 ms

Switch over to use virtualenv - install it from pypi in tmt prepare.
