Refactor tasks so that they can be reused for both RHAIIS tests and RHEL AI tests. We don't want to duplicate task unnecessarily.

• config-from-snapshot - handle clouds properly (e.g. azure disk image cannot be tested on aws)
• rhaiis-container-test - rename to test-inference, add parameter for using sudo, add option not to start RHAIIS container (in RHEL AI it's already started by quadlet)
