Description of problem:
The notebook cpu-ubi9 collection fails to build in testcollection repo due to conflicting version requirements for pyflakes and pycodestyle packages. The odh-elyra==4.3.1 package depends on python-lsp-server[all]>=1.11.0, which has version requirements that conflict with flake8==7.3.0

Expected results:
The wheel builder should successfully resolve all dependencies and build wheels for the notebook cpu-ubi9 collection without conflicts.

This issue affects all architectures (x86_64, aarch64, s390x, ppc64le)
