My PyPI account is set to "maintainer" on https://pypi.org/project/instructlab/

Would you please make the following changes?

1. Set me (ktdreyer) as "Owner"
2. Add https://pypi.org/user/cpacheco/ as an Owner.

I think cheimes@redhat.com's PyPI account can do this.

Secondly (less important): please set us as Owners on https://test.pypi.org/project/instructlab/ as well.
