1. Use the mock-data-loader tool to add an application with any number of variants/tokens.
2. Login UPS and send a notification to all devices
3. Enter "Activity Log" and check there's 1 extra device.

I have created 1 app with 4 variants, each variant with 1000 tokens. That makes a total of 8000 token as can be seen here:

However in the Activity Log tab, after sending 1 push to all devices, it tells me there are 8000 + 1 extra devices!
