Cannot log in to admin console (KeyCloak) after enabling a user

Steps to reproduce:
1) I deployed UPS to EAP 6.3.GA and visited:
http://locahost:8080/auth/admin/aerogear/console/index.html

2) I logged in as admin and enabled the developer user. I then logged out using the logout link.

3) Next, I then try to log in using the developer account and I'm asked to change my password. After changing the password I'm only shown the log screen again. Trying to use my updated password again only shows the log in screen. If I enter an invalid password I get an error message as expected.
