Remove support for all locales other than English, Japanese, Spanish and French

The mechanism to support translations using Zanata has been decommissioned.

Following management discussions it has been agreed to remove support for all locales other than English, Japanese, Spanish and French for which an alternative process is being put in place.

All other locales should be removed from Business Central (locale selector dialog and GWT permutations etc although it was suggested retention of the other locale translation files in GitHub may be preferable).
