Modify asset Save button behavior and presentation.

Currently when the user saves an asset they are presented with a dialog to confirm that they want to Save, and also offering them the option to add a (commit) comment. This interaction is an unnecessary disruption and extra step for users who want to simply Save their file. Additionally for users who are not familiar with making commit comments when saving files this might cause some confusion as well.

The proposed enhancement is to:

• Use a split button with the primary (default) option being to simply Save the file, with no dialog presented before saving. Although could present toast notification as needed.
• A dropdown menu would be provided to offer the user the option to "Save with comments." In which case the user would be presented with a dialog similar to the existing one.
