Standalone Decision Central package should provide better default configuration

The standalone Decision Central package should contain default yaml configuration to make it easier to get started. Here are some aspects which should be pre-configured:

• logging configuration (including a file logger)
• security configuration for easy setup of a user to access the UI
• security configuration for the kie controller

Currently it is necessary to create a yaml file from scratch for the WildFly Swarm related configuration aspects, and define system properties for the kie related configuration, which requires quite a level of internal knowledge.
