Description of problem:

Currently for some Submariner components PPC images are not being built under Konflux. This means Submariner 0.22 cna't be deployed iwht aCM 2.5 on IBM Z and Power platforms. Update the support matrix to reflect this change and mention this in known issues.

Add a subsection mentioning Submariner installation with RHOCP on IBM POwer Systems is currently not working.
