This task can be closed when a design is presented and accepted to either the squad sync call or the ACM Arch Forum. The design doc should either be a google doc in a DDR format, or a markdown file in the upstream enhancement format.

As mentioned in the epic, both hub and managed cluster components should be configurable. For managed cluster components, there are already a few possible resource kinds that might be used: AddOnDeploymentConfig, AddOnTemplate, ManagedClusterAddon. There is also the InternalHubComponent that might be used for hub pieces. (These are just preliminary options to get started - the design does not necessarily need to be limited to these.)
