In previous CPAAS, when create a new build, it will clone all repos and build images at place, after migrate to konflux, it seems not build the image in real time, but get the latest successful image of components, if a Pull Request merged but the post-commit push image job failed, the latest commit code can not be picked up by a new build, so we want to receive a notification if  a post-commit push image job failed
