      Epic Goal

The hypershift addon agent makes some decisions based on whether the agent is running for "local-cluster" or not and "local-cluster" is currently hard-coded. The goal of this epic is to remove the hard-coded value and determine it based on the local-cluster=true label in a ManagedCluster.
