Move from ansible 2.9 to 2.11 in c.rh.c Automation Hub

This change will occur 13 July, 2 days before platform 2.0 GA

Steps to take:

• Perform initial local branch testing of galaxy-importer and galaxy_ng using ansible-core 2.11, unit and integration tests
• On 23 June:
  • Release galaxy-importer with ansible-core 2.11 and update docker/ansible-test/Dockerfile default-test-container base to the version used by 2.11
  • Update galaxy_ng to use new release of galaxy-importer w/ ansible-core 2.11
  • Update galaxy-importer job_template.yaml to use quay commit hash tag associated with 2.11
  • Release galaxy-importer with image tag update above and mandatory requires_ansible
  • Cherry-pick galaxy-importer version bump update into stable branch and deploy to QA Env and Stage Env
  • Schedule calendar invite for AH Prod deploy for 7 July
• QE tests and gives green light to deploy
• Perform AH Prod deploy on 13 July
