Problem Description: currently there are too many namespaces on stage, resulting in some intermittent timeouts when running the galaxy_ng test suite against the staging environment.

Proposed Solution: delete all the namespaces and update the tests to no longer leave namespaces sitting around.

• Apply labels "crc-automation-hub" and/or "private-automation-hub" to indicate if the issue is for Cloud Automation Hub, Private Automation Hub, or both
