Email on community galaxy, such as email verification, not working. Cannot send

Steps to Reproduce

Do something to create an email notification, ex:

Go to https://galaxy.ansible.com/me/preferences, click "Add Email" or "Resend Verification"
Perform an import

Expect an email, but none arrives.
