With the RCHOS 9.2 upgrade we found issues only after we were upgrading from RCHOS 9.2.  The question was raised by David to see if we could create a job that would install the build from a PR and then upgrade (downgrade really) to a known good nightly build.

Thought was we could swap the from & to values in the prowjobs so we installed the 'to' and upgraded to the 'from'

Ultimately we would want to create a periodic that ran infrequently (yearly maybe) but we could execute via payload command.

There was discussion that we might want to contact CVO team to see if they had anything similar / believed it possible, it was noted that there were previously rollback jobs but due to stability issues they were removed.

Adding a spike to investigate more and see if the idea is feasible.
