After rhel-9.6 base image was flagged as a release candidate, the image generation using BIB stopped working because it tried accessing non-existent RHEL 9.6 production RPM repositories.

As a workaround, we changed the ISO image creation to use CentOS 9 base image temporarily.

When RHEL 9.6 is in GA, this change needs to be reverted. See USHIFT-5580
